The lyrics I found online are not correct in anyway to my own ears - even if they're from liner notes. I'm not an expert on Cocteau Twins but they seem to have mixed dubbed the vocals over so that aurally, it's vague and your brain interprets it. I suppose it's possible they layered two sets of vocals on the recording. The singer presents herself as a mystery. An observer seeing a blue sky has to search behind it to see the reality, there's a hidden grey sky full of rain clouds.
